BATON ROUGE, La. - The brew of chemicals and human waste in the New Orleans floodwaters will have to be pumped into the Mississippi River or Lake Pontchartrain, raising the specter of an environmental disaster on the heels of Hurricane Katrina, experts say.

The dire need to rid the drowned city of water could trigger fish kills and poison the delicate wetlands near New Orleans and the Gulf of Mexico at the mouth of the Mississippi.

State and federal agencies have just begun water-quality testing but environmental experts say the vile, stagnant chemical soup that sits in the streets of the city known as The Big Easy will contain traces of everything imaginable.

“Go home and identify all the chemicals in your house. It’s a very long list,” said Ivor van Heerden, head of a Louisiana State University center that studies the public health impacts of hurricanes.

“And that’s just in a home. Imagine what’s in an industrial plant,” he said. “Or a sewage plant.”

Gasoline, diesel, anti-freeze, bleach, human waste, acids, alcohols and a host of other substances must be washed out of homes, factories, refineries, hospitals and other buildings.

“There is a disease risk," Mike McDaniel, head of the Louisiana Department of Environmental Quality, told reporters Tuesday. He added, though, that it was premature to call the floodwaters toxic, and that better data should be available Thursday.

“Initial indications are that they are showing large numbers of contaminants,” McDaniel said. “We are taking samples ... We expect you're going to see quantities of fuel and gasoline. There are sheens wherever you look.”

Rupture dangers

In Metairie, east of New Orleans, the floodwater is tea-colored, murky and smells of burnt sulfur. A thin film of oil is visible in the water.

Those who have waded into it say they could see only about 1 to 2 inches into the depths and that there was significant debris on and below the surface.

Experts said the longer water sat in the streets,  the greater the chance gasoline and chemical tanks — as well as common containers holding anything from bleach to shampoo — would rupture.

Officials have said it may take up to 80 days to clear the water from New Orleans and surrounding parishes.

Van Heerden and Rodney Mallett, communications director for the Louisiana Department of Environmental Quality, say there do not appear to be any choices other than to pump the water into Lake Pontchartrain or the Mississippi River, which flows into the Gulf of Mexico, a key maritime spawning ground.

“I don’t see how we could treat all that water,” Mallett said.

The result could be an second wave of disaster for southern Louisiana, said Harold Zeliger, a Florida-based chemical toxicologist and water quality consultant.

“In effect, it’s going to kill everything in those waters,” he said.

How much water New Orleans holds is open to question.

Van Heerden estimates it is billions of gallons. LSU researchers will use satellite imagery and computer modeling to get a better fix on the quantity.

Rush to get it out

Bio-remediation — cleaning up the water — would require the time and expense of constructing huge storage facilities, considered an impossibility, especially with the public clamor to get the water out quickly.

Mallett said the Department of Environmental Quality was in the unfortunate position of being responsible for protecting the environment in a situation where that did not seem possible.

“We’re not happy about it. But for the sake of civilization and lives, probably the best thing to do is pump the water out,” he said.

The water will leave behind more trouble — a city filled with mold, some of it toxic, the experts said. After other floods, researchers found many buildings had to be stripped back to concrete, or razed.

“If you have a building half full of water, everything above the water is growing mold. When it dries out, the rest grows mold,” Zeliger said. “Most of the buildings will have to be destroyed.”

On the cable news networks, they've been showing the water being pumped out of a large pipe--it's BROWN. That shit looks NASTY.

They're saying that there are as many as 10,000 "holdouts", i.e. people who refuse to leave. I'm thinking that there may be big problems getting these last people out. These people have been "holed up" in what's left of their homes for a week, probably in a fairly defensive posture, and are probably a little "off-center" at this point. Who wouldn't be?

I sure wouldn't want to be the one walking up to their door to force them to leave.

I hope this doesn't result in unnecessary deaths/injuries.

10,000? :blink: Damn!

I caught the last half of Nightline, and they showed how hard it was to convince people to leave. The part I saw showed a middle aged plus daughter, and her elderly parents. It took a lot of talking and time to convince them to leave. Then they showed a rich guy who has a historical home, and fire was approaching. He had stayed to protect it from looters, and wasn't going to leave even with the fire looming! :wacko: National guard stopped by, he still wouldn't budge.

There seem to be a fair number in the French quarter. Not much damage from the flooding or the storm, which is great for rebuilding, but these people who were sweeping, and cleaning up don't want to leave, nor do they think they should have to.

Which brings up an interesting point. IF they can stay, why can't everyone who wants to stay? Obviously, it wouldn't be safe for people to stay in many parts of town, but if the French Quarter really is more or less aok, kicking people out where there isn't a real problem(Short of clean water, seems there is some electricity there) is going to look bad on TV. And from what I heard on nightline, it looks like the mayor wants to push everyone out starting today....truly a no win situation....

Multiple failures caused relief crisis

The breakdown of the relief operation in New Orleans was the result of multiple failures by city, state and federal authorities.

Evacuation at last, but why so late?

There was no one cause. The failures began long before the hurricane with a gamble that a Category Four or Five hurricane would not strike New Orleans.

They continued with an inadequate evacuation plan and culminated in a relief effort hampered by lack of planning, supplies and manpower, and a breakdown in communications of the most basic sort.

On top of all this, there is the question of whether an earlier intervention by President Bush could have a made a big difference.

The planning

Before Hurricane Katrina struck, the Federal Emergency Management Agency (Fema) was confident that it was ready. Its director, Michael Brown, said: "Fema has pre-positioned many assets including ice, water, food and rescue teams to move into the stricken areas as soon as it is safe to do so."

Mr Brown even told the Associated Press news agency that the evacuation had gone well. "I was impressed with the evacuation, once it was ordered it was very smooth," he said.

Yet on Saturday 28 August, the day before the evacuation was ordered, Mr Brown did not say that people should leave the city. All he said was:

"There's still time to take action now, but you must be prepared and take shelter and other emergency precautions immediately."

This has made Fema appear complacent in the period immediately before the hurricane arrived. If it did not expect the worst, it would not have prepared for the worst.

The Brown statement went out on the same day that the National Hurricane Center was warning that Katrina was strengthening to the top Category Five. Everyone knew the dangers of a Category Five. A Fema exercise last year called "Hurricane Pam" had looked at a Category Three, and that was bad enough.

The evacuation

It was announced at a news conference by the Mayor Ray Nagin on Sunday 28 August, less than 24 hours before the hurricane struck early the next morning.

The question has to be asked: Why was it not ordered earlier?

The Louisiana Governor Kathleen Blanco said at the same news conference that President Bush had called and personally appealed for a mandatory evacuation.

The night before, National Hurricane Director Max Mayfield had called Mayor Nagin to tell him that an evacuation was needed. Why were these calls necessary?

Again, as with Fema, the New Orleans mayor should have known that on the Saturday, Katrina was strengthening to Five.

It was already clear on the Sunday that the evacuation would not cover many of the poor, the sick and those who did not pay heed.

The mayor said people going to the Superdome, a sports venue named as an alternative destination for those unable to leave, should bring supplies for several days. He also said police could commandeer any vehicle for the evacuation.

But how much support was there at the Superdome? And how much city transport was actually used? There is a photo showing city school buses still lined up, in waterlogged parking lots, after the hurricane.

There are questions for the mayor, dubbed heroic by some, to answer.

The relief operation

The scenes which most shocked the world were at the Superdome and the Convention Center. Yet it turns out that neither Mr Brown nor his boss, Homeland Security Secretary Michael Chertoff, knew about the crises there until Thursday.

This, despite numerous television reports from the scene. It was not until Friday that the first relief convoy arrived.

It was midday Tuesday that I became aware of the fact that there was no possibility of plugging the gap, and that essentially the lake was going to drain into the city

"The very day that this emerged in the press, I was on a video conference with all the officials, including state and local officials. And nobody, none of the state and local officials or anybody else, was talking about a Convention Center," Chertoff told CNN. Note how he blames local officials.

Nor did he know about the significance of the breach in the floodwalls until a day later.

"It was midday Tuesday that I became aware of the fact that there was no possibility of plugging the gap, and that essentially the lake was going to drain into the city," he said on NBC.

update: it is possible of course that the engineers had not themselves concluded that before Tuesday but the potential could have been realized.

Other, more successful operations, notably the airlift by the Coast Guard, should be acknowledged.

And in a disaster area the size of Great Britain, resources were stretched.

But ironically the failure at the Convention Center would have been fairly easy to put right. Reporters drove there without problems. One took a taxi.

What, one wonders, was Fema/the mayor's office/the governor's office doing while all that was played out on live TV?

One lesson agencies might want to learn is that someone senior should do nothing but monitor TV.

Some of this might explain why people at the Superdome and the Convention Center had to wait so long. It does not explain why communications were not better.

Another sign of slowness was that the Department of Homeland Security did not issue the first ever declaration of an "incident of national significance" until the Wednesday. Such a declaration allows the federal government a greater role in taking decisions.

In fact, the arguments between federal and state authorities about who was able to do what is another part of this story.

The Department of Homeland Security said the local authorities were inadequate. The locals responded that Fema had been obstructive - it had, for example, stopped three truckloads of water sent by the store Wal-Mart. And so on.

It took days to sort out who should send troops and from where.

Indeed, the intricacies of the various responsibilties of state and federal authorities do not always allow for quick decision making, though that did not stop rapid action in New York City on 9/11.

Nor does Governor Blanco escape criticism. It took until Thursday, for example, for her to sign an order releasing school buses to move the evacuees.

The president's response

Mr Bush has been blamed for failing to rise to the occasion. His critics argue that he took too long to get back to Washington and did not provide the inspirational leadership needed at such a time. Nor, it is said, did he intervene early enough to get things moving.

Washington Post correspondent Dan Balz concluded:

"Anger has been focused on Bush and his administration to a degree unprecedented in his presidency. Senator Mary Landrieu [a Louisiana Democrat] said in an ABC News interview that aired Sunday that she would consider punching the president and others for their response to what happened there. Local officials, some in tears, have angrily accused the administration of callousness and negligence."

The president's defenders point out that it was he who urged an evacuation of New Orleans (he has no legal power to order one) and that he did acknowledge the "unacceptable" pace of the relief effort. Further, they say that aid is now flowing and reconstruction will take place.

Another issue for Mr Bush is why Michael Brown was appointed director of Fema. He had previously been its deputy and had been hired as its general counsel by the director Joe Allbaugh, George Bush's chief of staff when he was Texas governor. Mr Brown, a lawyer from Oklahoma, played a role in studying the government's response to national emergencies. Before that he had run the Arab horse association.

Senator Hillary Clinton has said that Fema should be removed from the Homeland Security Department and made an independent agency again.

The gamble

When Hurricane Camille, a rare top Category Five storm, hit Mississippi in 1969, just missing New Orleans, the levees around the city were strengthened - but only enough to protect against a Category Three hurricane.

The gamble was taken that another Category Five would not threaten New Orleans anytime soon. This attitude prevailed among successive administrations.

Lt General Carl Strock, the Army Corps of Engineers commander, admitted that there was a collective mindset - that New Orleans would not be hit. Washington rolled the dice, he said.

After flooding in 1995, the existing system was improved. However, the sums were relatively small. About $500m was spent over the next 10 years.

From 2003 onwards, the Bush administration cut funds amid charges from the Army Corps of Engineers that the money was transferred to Iraq instead. The latest annual budget was cut from $36.5m to $10.4m.

A study to examine defences against a category Four or Five storm was proposed, at a cost of $4m. The Times-Picayune quoted the Army Corps of Engineers project manager Al Naomi as saying: "The Iraq war forced the Bush administration to order the New Orleans district office not to begin any new studies."

But in any event, there was no plan for a major strengthening. This would have taken billions of dollars and many years.

And an Army Corps of Engineers spokeswoman, Connie Gillette, said there had never been any plans or funds to improve those floodwalls which had failed.

'"Shea Penland, director of the Pontchartrain Institute for Environmental Studies at the University of New Orleans, said [it] was particularly surprising because the break was "along a section that was just upgraded." "It did not have an earthen levee," Dr. Penland said. "It had a vertical concrete wall several feel thick."' It is a long and complex chain of responsibility.

All these issues, and many more, will now be the subject of congressional and other inquiries.

Chrome: "I live near enough to Canada to get CBC, and I watched some of their coverage over the weekend ... it was fascinating/depressing to see their take on things ... calling the Superbowl/Convention Center refugee camps, showing bodies floating in the water and some really scary footage of try to "restore order," wondering how something like this could be happening to the world's richest country ... the best way I could relate it to the folks here is to have you imagine what it would be like if Christiern were running the news ..."

Are you saying that the CBC's reporting was painfully honest?

Yes, that's part of it ... and I mean that seriously ... but also it's that, while I don't agree with you on some things, I've finally been convinced that on the topic of the Bush regime, nothing less than an aggressive, take-no-prisoners approach is needed to get them out of our f***ing lives.

Offers of Aid Immediate, but U.S. Approval Delayed for Days

Offers of foreign aid worth tens of millions of dollars -- including a Swedish water purification system, a German cellular telephone network and two Canadian rescue ships -- have been delayed for days awaiting review by backlogged federal agencies, according to European diplomats and information collected by the State Department.

Since Hurricane Katrina, more than 90 countries and international organizations offered to assist in recovery efforts for the flood-stricken region, but nearly all endeavors remained mired yesterday in bureaucratic entanglements, in most cases, at the Federal Emergency Management Agency.

In Germany, a massive telecommunication system and two technicians await the green light to fly to Louisiana, after its donors spent four days searching for someone willing to accept the gift.

"FEMA? That was a lost case," said Mirit Hemy, an executive with the Netherlands-based New Skies Satellite who made the phone calls. "We got zero help, and we lost one week trying to get hold of them."

In Sweden, a transport plane loaded with a water purification system and a cellular network has been ready to take off for four days, while Swedish officials wait for flight clearance. Nearly a week after they were offered, four Canadian rescue vessels and two helicopters have been accepted but probably won't arrive from Halifax, Nova Scotia, until Saturday. The Canadians' offer of search-and-rescue divers has so far gone begging.

Matching offers of aid -- from Panamanian bananas to British engineers -- with needs in the devastated region is a laborious process in a disaster whose scope is unheard of in recent U.S. history, especially for a country more accustomed to giving than receiving aid.

State Department spokesman Sean McCormack said yesterday that to his knowledge, all offers of foreign aid have been accepted and some have arrived, such as Air Canada's flights to relocate displaced people. But many others must be vetted by emergency relief specialists. "I think the experts will take a look at exactly what is needed now," he said.

FEMA spokeswoman Natalie Rule said the foreign complaints echo those from governors and officials "across the nation."

"There has been that common thought that because [offers of aid] are not tapped immediately, they're not prudently used," Rule said. "We are pulling everything into a centralized database. We are trying not to suck everything in all at once, whether we need it or not."

European diplomats said publicly that they understand the difficulty of coordinating such a massive recovery effort. In an open letter released yesterday, though, Ambassador John Bruton, head of the Delegation of the European Commission to the United States, wrote:

"Perhaps one of those lessons will be that rugged individualism is not always enough in such a crisis, particularly if an individual does not have the material and psychological means to escape the fury of a hurricane in time."

Soon after the flooding, the government of Sweden offered a C-130 Hercules transport plane, loaded with water purification equipment, and a cellular network donated by Ericsson."As far as I know, it's still on the ground," said Claes Thorson, press counselor at the Swedish Embassy in Washington. He said that along with 20 other European Union nations that have pledged aid, "We are ready to send our things. We know they are needed, but what seems to be a problem is getting all these offers into the country."

So far, Thorson said, the State Department has denied Sweden's request for flight clearance. "We don't know exactly why, but we have a suspicion that the system is clogged on the receiving end," he said. "But we keep a request alive all the time, so we are not forgotten."

German telecommunications company KB Impuls contacted another company, Unisat, based in Rhode Island, with the idea of contributing an integrated satellite and cellular telephone system.

In a region with its communications systems in tatters, the $3 million system could handle 5,000 calls at once, routing them, if necessary, through Germany.

KB Impuls would contribute the equipment and two engineers, supplied with their own food, water and generator fuel, to set it up. Unisat contacted another firm, New Skies Satellite, with offices in Washington, which agreed to contribute satellite capacity.

New Skies even arranged transport, securing a C-130 cargo plane from the Israeli air force, to pick up the equipment and technicians from Germany and bring them to Louisiana. "With one call, I got an airplane," Hemy said. And then, over four days, she and the owner of Unisat, Uri Bar-Zemer, called contacts at FEMA, the American Red Cross, the State Department, even members of Congress, trying to find someone to accept the gift.

Finally the State Department told them that to receive flight clearance, the gift must have a specific recipient. "I was ringing, ringing, ringing -- and nothing," Hemy said. Finally, yesterday, she got a call from the U.S. Air Force's Joint Task Force Katrina Communication Operations division, thanking the companies for the gift and inquiring about the system's technical specifications.

As of late yesterday, the companies were waiting for a written order from the Northern Command to begin the mission. "I don't have a problem confirming that," Bar-Zemer said of the story. But he expressed concerns that disclosing the difficulties in donating could jeopardize the company's chances of actually delivering the aid.

Frustrated: Fire crews to hand out fliers for FEMA

ATLANTA - Not long after some 1,000 firefighters sat down for eight hours of training, the whispering began: "What are we doing here?"

  As New Orleans Mayor Ray Nagin pleaded on national television for firefighters - his own are exhausted after working around the clock for a week - a battalion of highly trained men and women sat idle Sunday in a muggy Sheraton Hotel conference room in Atlanta.

    Many of the firefighters, assembled from Utah and throughout the United States by the Federal Emergency Management Agency, thought they were going to be deployed as emergency workers.

    Instead, they have learned they are going to be community-relations officers for FEMA, shuffled throughout the Gulf Coast region to disseminate fliers and a phone number: 1-800-621-FEMA.

    On Monday, some firefighters stuck in the staging area at the Sheraton peeled off their FEMA-issued shirts and stuffed them in backpacks, saying they refuse to represent the federal agency.

    Federal officials are unapologetic.

    "I would go back and ask the firefighter to revisit his commitment to FEMA, to firefighting and to the citizens of this country," said FEMA spokeswoman Mary Hudak.

    The firefighters - or at least the fire chiefs who assigned them to come to Atlanta - knew what the assignment would be, Hudak said.

    "The initial call to action very specifically says we're looking for two-person fire teams to do community relations," she said. "So if there is a breakdown [in communication], it was likely in their own departments."

    One fire chief from Texas agreed that the call was clear to work as community-relations officers. But he wonders why the 1,400 firefighters FEMA attracted to Atlanta aren't being put to better use. He also questioned why the U.S. Department of Homeland Security - of which FEMA is a part - has not responded better to the disaster.

    The firefighters, several of whom are from Utah, were told to bring backpacks, sleeping bags, first-aid kits and Meals Ready to Eat. They were told to prepare for "austere conditions." Many of them came with awkward fire gear and expected to wade in floodwaters, sift through rubble and save lives.

    "They've got people here who are search-and-rescue certified, paramedics, haz-mat certified," said a Texas firefighter. "We're sitting in here having a sexual-harassment class while there are still [victims] in Louisiana who haven't been contacted yet."

    The firefighter, who has encouraged his superiors back home not to send any more volunteers for now, declined to give his name because FEMA has warned them not to talk to reporters.

    On Monday, two firefighters from South Jordan and two from Layton headed for San Antonio to help hurricane evacuees there. Four firefighters from Roy awaited their marching orders, crossing their fingers that they would get to do rescue and recovery work, rather than paperwork.

    "A lot of people are bickering because there are rumors they'll just be handing out fliers," said Roy firefighter Logan Layne, adding that his squad hopes to be in the thick of the action. "But we'll do anything. We'll do whatever they need us to do."

    While FEMA's community-relations job may be an important one - displaced hurricane victims need basic services and a variety of resources - it may be a job best suited for someone else, say firefighters assembled at the Sheraton.

    "It's a misallocation of resources. Completely," said the Texas firefighter.

    "It's just an under-utilization of very talented people," said South Salt Lake Fire Chief Steve Foote, who sent a team of firefighters to Atlanta. "I was hoping once they saw the level of people . . . they would shift gears a little bit."

    Foote said his crews would be better used doing the jobs they are trained to do.

    But Louis H. Botta, a coordinating officer for FEMA, said sending out firefighters on community relations makes sense. They already have had background checks and meet the qualifications to be sworn as a federal employee. They have medical training that will prove invaluable as they come across hurricane victims in the field.

    A firefighter from California said he feels ill prepared to even carry out the job FEMA has assigned him. In the field, Hurricane Katrina victims will approach him with questions about everything from insurance claims to financial assistance.

    "My only answer to them is, '1-800-621-FEMA,' " he said. "I'm not used to not being in the know."

    Roy Fire Chief Jon Ritchie said his crews would be a "little frustrated" if they were assigned to hand out phone numbers at an evacuee center in Texas rather than find and treat victims of the disaster.

    Also of concern to some of the firefighters is the cost borne by their municipalities in the wake of their absence. Cities are picking up the tab to fill the firefighters' vacancies while they work 30 days for the federal government.

    "There are all of these guys with all of this training and we're sending them out to hand out a phone number," an Oregon firefighter said. "They [the hurricane victims] are screaming for help and this day [of FEMA training] was a waste."

    Firefighters say they want to brave the heat, the debris-littered roads, the poisonous cottonmouth snakes and fire ants and travel into pockets of Louisiana where many people have yet to receive emergency aid.

    But as specific orders began arriving to the firefighters in Atlanta, a team of 50 Monday morning quickly was ushered onto a flight headed for Louisiana. The crew's first assignment: to stand beside President Bush as he tours devastated areas.

Here's an editorial from today's New York Daily News:

Let's take a break from the joy of Bush bashing to reveal the dirty little secret of New Orleans: Its local government deserves an F for its planning and response to Katrina. And one other thing: The New Orleans police force would be a joke if it weren't a disgrace.

Yes, I know it's impolitic to say such things while the suffering in the Big Easy is fresh and many cops risked their lives to save others. But now is the time to blow the whistle on the story line being repeated by rote across America: That the federal government ignored New Orleans because most of its residents are black and poor.

That narrative has all the accuracy of a historic novel: it takes two undisputed facts - the feds were slow and New Orleans is largely black and poor - and weaves in pure fiction to make the desired link.

The charge of racism-inspired foot-dragging isn't just nonsense. It's pernicious nonsense, as in destructive and malicious. You know that's a fact because loony Howard Dean, the Democratic Party boss, is now peddling it. He's joined by Jesse Jackson, who said the squalor in New Orleans "looks like the hull of a slave ship." Oh, please.

If even a smidgen of the racism charges are true, President Bush should be shot. But before we give him his blindfold, let's look at New Orleans before Katrina.

Start with crime. That looters ran unchecked after the hurricane isn't surprising when you consider that criminals have had the run of the city for years.

It is a perennial contender for Murder Capital. The 264 homicides last year were a drop of only 11 from 2003 - and the first decline in five years.

New Orleans, with fewer than 500,000 people, had almost half the murders of New York, which had 570 homicides last year in a city of more than 8 million. Put another way, if New York had New Orleans' murder rate, we would have more than 4,200 murders a year.

That the New Orleans police are hardly the Finest was proven by a shocking report yesterday: Nearly a third of New Orleans cops - some 500 of the 1,600 - are now unaccounted for. The department says some quit, but it doesn't know where most of them are.

The top cop, Eddie Compass, has responded by offering all officers paid vacations to Las Vegas and Atlanta. Yes, that's right - he is pulling all cops off the street, even while bodies lie in the open. Never in New York.

Then there's Mayor Ray Nagin, a Democrat, who has blamed everybody but himself. Maybe he has forgotten his plans for dealing with Katrina.

Last July, his office prepared DVDs warning that, if the city ever had to be evacuated, residents were on their own. According toa July 24 article in The Times-Picayune (spotted by the Web's Drudge Report), "Mayor Ray Nagin, local Red Cross Executive Director Kay Wilkins and City Council President Oliver Thomas drive home the word that the city does not have the resources to move out of harm's way an estimated 134,000 people without transportation."

"You're responsible for your safety, and you should be responsible for the person next to you," one official said of the message.

And how's this for preparation? Cops were told not to work on the day Katrina hit, one officer told The New York Times, but "to come in the next day, to save money on their budget."

By all means, let's investigate what went wrong in New Orleans. Let's start in City Hall.

Hardly "total hackery." There's more than enough blame to go around on the federal, state, local, and even (in some cases) individual levels. Lots of people and organizations they trusted fucked up on this one.

Of course there's plenty of blame to go around. That, however, is not what this shitbag is saying. He's arguing that:

1) The NO local police is first and foremost to blame, and that those who disagree are just "Bush-bashing";

2) That Howard Dean is charging racism--without so much as providing a quote, instead choosing to put Jesse Jackson's words in Dean's mouth;

3) That Ray Nagin, who was a REPUBLICAN until running for mayor, is representative of the Democratic party as a whole;

and 4) That it's something extraordinary that the poorest city in America can't magically come up with a better police force.

It's a cynical attempt at a whitewash of the Bush administration's actions in New Orleans, laced with spin from top to bottom. Feebly attempting to excuse the inexcusable? That's my definition of hackery.

That may be true. But for the 295 million Americans who don't live in Louisiana, there's only one government that we fund and that is accountable to us. And there's only one government that we rely upon to move into a disaster such as this and competently deal with it, REGARDLESS of how incompetent, corrupt, inefficient, or underfunded the state and local governments may or may not be.

Think back to the 2004 presidential campaign and imagine the reaction if Bush/Cheney had said, "Elect us if you want to be safe from a terrorist attack, or in the aftermath of one. But of course, this promise is null and void if your state or local governments aren't up to the task (regardless of whether we happen to have cut their federal funding)."

In a massive disaster such as this, wherever it may occur in the US, I expect MY federal government to step in and deal with it competently, no matter who's in the state house or city hall. And I would venture to say that most Americans share this expectation (or at least they did before last week).

God help us if we ever have another disaster while the current administration is still in office. Does anybody truly believe that Bush will fire Brown or overhaul FEMA, which he's run into the ground during the past four years?

Look, it's really very simple. On Saturday, August 27, 2005 -- two days before Hurricane Katrina made landfall -- President George W. Bush assumed responsibility for the coordination of "all disaster relief efforts" in the State of Louisiana. This is the specific, undisputed language of Bush's declaration of a State of Emergency, issued that day by the White House, and still available for viewing on the White House website. The responsibility for coordinating all disaster relief efforts in New Orleans clearly rested with the White House. Despite all the post-disaster spin by the Bush Faction and its sycophants, despite all the earnest media analyses, the lines of authority are clear and indisputable. Here is the voice of George W. Bush himself, in the proclamation issued in his name, over his signature on Saturday, August 27, 2005:

"The President today declared an emergency exists in the State of Louisiana and ordered Federal aid to supplement state and local response efforts in the parishes located in the path of Hurricane Katrina beginning on August 26, 2005, and continuing. The President's action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures"

Bush goes on to say: "Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency."

Conspicuous by their absence are Orleans, St. Bernard, St. Tammany, Plaquemines, Jefferson and basically every coastal parish, and the next parishes closest to the coast. So then, let me understand this: Team Bush saw by 26 August that Katrina would be sufficiently dangerous to warrant a preemptive disaster declaration for what looks like about 65-70% of the land area of Lousiana, and he declares it for the _landlocked_ parishes?

Reality check

The current Republican talking points are essentially twofold: (1) the federal government really had no responsibility in the matter and we should be grateful that they finally decided to saunter in at all, and (2) this is all the fault of unprepared local officials (i.e., "New Orleans was wearing a short skirt and deserved what it got.")

Contemplating these, I feel like the scientists pressed to argue the case for evolution over creationism in Kansas--to even acknowledge such nonsense as worthy of debate is to elevate it to a stature it surely does not deserve.

(As the right wing bloggers do their best to drive these points home, remember--these are the same people who thought that Joe Wilson "outed" his wife by publicly acknowledging the fact that he had a wife. These are the people who argued that male prostitutes wander in and out of White House press conferences all the time. Hell, these are the people who insisted that "everybody" knew that Saddam had WMD's.)

Anyway, the Times Picayune said most of what needs to be said in its open letter to President Bush:

We heard you loud and clear Friday when you visited our devastated city and the Gulf Coast and said, "What is not working, we're going to make it right." Please forgive us if we wait to see proof of your promise before believing you. But we have good reason for our skepticism.

Bienville built New Orleans where he built it for one main reason: It's accessible. The city between the Mississippi River and Lake Pontchartrain was easy to reach in 1718.

How much easier it is to access in 2005 now that there are interstates and bridges, airports and helipads, cruise ships, barges, buses and diesel-powered trucks.

Despite the city's multiple points of entry, our nation's bureaucrats spent days after last week's hurricane wringing their hands, lamenting the fact that they could neither rescue the city's stranded victims nor bring them food, water and medical supplies.

Meanwhile there were journalists, including some who work for The Times-Picayune, going in and out of the city via the Crescent City Connection. On Thursday morning, that crew saw a caravan of 13 Wal-Mart tractor trailers headed into town to bring food, water and supplies to a dying city.

Television reporters were doing live reports from downtown New Orleans streets. Harry Connick Jr. brought in some aid Thursday, and his efforts were the focus of a "Today" show story Friday morning.

Yet, the people trained to protect our nation, the people whose job it is to quickly bring in aid were absent. Those who should have been deploying troops were singing a sad song about how our city was impossible to reach.

We're angry, Mr. President, and we'll be angry long after our beloved city and surrounding parishes have been pumped dry. Our people deserved rescuing. Many who could have been were not. That's to the government's shame.

Mayor Ray Nagin did the right thing Sunday when he allowed those with no other alternative to seek shelter from the storm inside the Louisiana Superdome. We still don't know what the death toll is, but one thing is certain: Had the Superdome not been opened, the city's death toll would have been higher. The toll may even have been exponentially higher.

It was clear to us by late morning Monday that many people inside the Superdome would not be returning home. It should have been clear to our government, Mr. President. So why weren't they evacuated out of the city immediately? We learned seven years ago, when Hurricane Georges threatened, that the Dome isn't suitable as a long-term shelter. So what did state and national officials think would happen to tens of thousands of people trapped inside with no air conditioning, overflowing toilets and dwindling amounts of food, water and other essentials?

State Rep. Karen Carter was right Friday when she said the city didn't have but two urgent needs: "Buses! And gas!" Every official at the Federal Emergency Management Agency should be fired, Director Michael Brown especially.

In a nationally televised interview Thursday night, he said his agency hadn't known until that day that thousands of storm victims were stranded at the Ernest N. Morial Convention Center. He gave another nationally televised interview the next morning and said, "We've provided food to the people at the Convention Center so that they've gotten at least one, if not two meals, every single day."

Lies don't get more bald-faced than that, Mr. President.

Yet, when you met with Mr. Brown Friday morning, you told him, "You're doing a heck of a job."

That's unbelievable.

There were thousands of people at the Convention Center because the riverfront is high ground. The fact that so many people had reached there on foot is proof that rescue vehicles could have gotten there, too.

We, who are from New Orleans, are no less American than those who live on the Great Plains or along the Atlantic Seaboard. We're no less important than those from the Pacific Northwest or Appalachia. Our people deserved to be rescued.

No expense should have been spared. No excuses should have been voiced. Especially not one as preposterous as the claim that New Orleans couldn't be reached.

Mr. President, we sincerely hope you fulfill your promise to make our beloved communities work right once again.

When you do, we will be the first to applaud.

I don't care if more "should" have been done by Mayor Nagin. I don't care if the entire city of New Orleans was not only unprepared, but actually so staggeringly drunk that they didn't even know a hurricane was on the way. I'm not interested in blaming the victims, or discussing why they deserved what they got. What I do want to know is, why was the federal government of the United States, which has theoretically been preparing for a catastrophic event of this scale for the past four years, utterly unprepared to respond in a timely manner to a humanitarian crisis of this magnitude? Why did babies have to die waiting for help to arrive? That's the only relevant question--the rest of it is just Karl Rove talking points bouncing around the echo chamber.
