It's present on my copy too, for about 10 seconds or so. I never noticed it before you mentioned it - it almost looks like edge enhancement pumped up way too much, but I suppose it could also be some sort of weird lens anomaly that's present in the original film as well (I've never seen the film except on video, so I can't say for sure). If it is a transfer screwup, it's kind of surprising someone at Criterion didn't catch it on a check disc during the mastering process.
