I live in Canada and in all the years I've ordered from Japanese vendors I've never had to pay the Japanese tax...has their exemption laws changed? They are called "Darumaya"Yeah it's a bit shady for sure...even though it only works out to an extra $20 or so I think on principle I'm going to cancel my order and not deal with them again.
