I found this on the Harlem.org message board, where it is sure to slip through the cracks.

Our records show that we owe royalties to the estate of Bill Coleman. If you have info on how we may contact the administrator of his estate or heirs please contact:

I'll try to check with friends in Toulouse, southern France, where he died in 1981.
Pretty sure that his heirs will be happy to get more royalties...

Have talked to a number of musicians and journalists and have not been able to find anything on Bill Coleman's estate.
The subject came up again today when I got in touch with the current owner of the Palm label who is reissuing the Bill Coleman 'Swing Low, Sweet Chariot'. The reissue was posted on the Reissues forum:
