Bedford Ave area (5th to 11th, or so) seems to have some jazz appeal - record stores, book stores, venues with at least a hint of jazz.

I'm not sure how up-to-date their listings are, but this website features jazz clubs in Brooklyn, Queens, the Bronx, etc., as well as in Manhattan proper. big apple jazz
