Jerrold Nadler (D-N.Y.) released a discussion draft of a bill Monday that would increase compensation for recording artists by putting cable, satellite and Internet radio on the same royalty-setting standard. The debate over whether broadcasters should pay music artists a royalty fee when playing their songs over the air, also called terrestrial radio, has been a never-ending battle Washington. Broadcasters are required to pay music artists when they play their songs on digital radio services like satellite, cable and Internet radio. But broadcasters do not have to pay a royalty fee to artists when they play their music on traditional broadcast radio stations, a gap that Nadler believes is unfair to artists."
