Leonard Feather (also the producer of the album) typically takes credit for the idea in the liner notes, having brought back tapes with Russian jazz musicians given to him during that Benny Goodman tour, but since Feldman and a few others from the BG band (Phil Woods is mentioned) apparently took opportunity to jam with locals I suspect that the idea was as much his.
I'm surprised he didn't take credit for the Russian Revolution also, and name-drop about sipping cognac with Lenin during the planning stages.

"Popo", a Shorty Rogers composition and arrangement played by a nonet led by Art Pepper on The Artistry of Pepper.
Great achievement to get a nonet, including a tuba, steamin'! On the issued (as opposed to alternative) take the rhythm section of Russ Freeman, Monty Budwig and Shelly Manne sound out of their heads!
