The BBC article reads like it's the UK governement or legislator who would decide on this extension of copyright. But in fact, copyright duration is regulated within EU law, so only the EU Commission can propose a change.

That report by the UK treasury can only have some political influence. So far, it was mainly the lobby in favor of extension that could be heard.

I think you're right about powers, Claude. But it's very odd that Treasury's response is coming out as part of the pre-Budget report.
