Power Surge and/or UPS

Some unknown electrical gremlin destroyed my office stereo receiver & computer. Circuit breaker melted and my cheapo surge protector was of no help. What do you use to protect your electronics. What should I be looking for? Thanks.

Was it a lighting?

Possibly. Don't know. A topic of much conversion w/ my landlord (he says that or a powe surge) and my electrical engineer brother (he says faulty circuit breaker). For what it's worth, it an old old building.
