As I understand it, Cinco de Mayo is a Mexican holiday celebrating the Mexican army's victory over the American army in a particular battle.

If that's the case, it should become more well known in the US that that is the case, and obviously it should be discouraged although not outlawed of course.

Uh, no. It's a commemoration of the Mexican victory over French forces in the battle of Puebla. It's a much bigger deal in the US than in Mexico, as for Mexican-Americans it's become analogous to what St. Patrick's Day is for Irish-Americans.
