It is certainly possible that when the discussion about the passports being necessary to travel to Canada, the take-up rate was only 10-15%, but as it became more apparent that this was actually going to happen, people (grudgingly) got them and now it is 40-50% for states bordering Canada. So I would be more convinced with some time-series data. Quote
