Hmm. Not my cup of tea, so I can't really help. Sounds almost Spanish to me (the guitar work I mean, not the vocals!).

Steve Erquiaga - Cafe Paradiso. The entire CD is solo acoustic guitar, some tracks have that "Spanish" sound. Check out track #2 in particular.
