What is a good website developer program?

I want to develop a website for a group where I can choose templates, add pictures and text, add pages that can be linked, and other general things. I don't know html and I'd like it to be easy to create and update on a regular basis.

What would you recommend? I probably going to host it with ICDSoft but I'm open to other hosting companies.

haven't seriously tried this myself but the first results didn't look bad...:why not start a blog?
