That's too weird that everyone was standing around.....everyone was in the "set" position and when the ball moves- so does the defense....has to be more to the story....

Yep, it appears so!

As the two teams lined up for the play, Garza loudly told the center that the officials had called for the ball to be moved up five yards because of a penalty, and the center then casually handed the ball back to Garza. The other players on the field stood and watched as Garza casually strolled past the line, then the linebackers, and then took off in the secondary.

I would think that the coach would have had to alert the officials before the game that they might run this play.

Otherwise, the natural reaction from officials to a coach shouting from the sidelines for one of his players to re-spot the ball, and then that player doing it, would be to blow the whistle and throw a flag for delay of game.
