I don't know, and it looks as if he's uncredited.  I checked info. on The Big Broadcast (1932) at IMDb, AllMovie, and various Google search results sites. FWIW, at YouTube, a commenter on the video clip wrote (sic), "And as was so typical of the times, the negro actor who played the shoeshine boy is not credited."

The Mills Brothers and Cab Calloway got credited—thank heaven for small favors. But then so did a number of bit players who were white.

I wondered, too; he sure looks familiar. But don't see him in the movie credits list.
