Sorry for my poorly worded post but I was trying to refer to who controls the state legislature, as that is where spending bills originate.

No problem.

Just to give you a heads up about the state legislature:

At the moment the DFL controls both Houses (as of the fall 2006 elections) but over the last thirty years the power has been in flux without one clear party controlling everything for a consistent period of time.

Basically, the Republicans and DFL have each had complete control or split the control many times over the last 30 years. Also, the Governor has many strong powers including the power of veto.

The Minnesota state government elections are a pretty interesting flip side to how the state has traditionally voted in presidential elections.
