That's why the picture below is called Capitol Hill: But I could see how someone might want to pun on the word capitol by using the capital instead -- particularly if they were trying to make some comment about money and power, as in the definition below from the dictionary: 4: of or relating to capital (see 3capital); especially : relating to or being assets that add to the long-term net worth of a corporation capital improvements
