I'm not sure what the thought was about the title, but Buck Hill did live in Washington, D.C., which is the Capital of the U.S.   He's also a "hill" with a capital "H".

Yep.  That's why the picture below is called Capitol Hill:

But I could see how someone might want to pun on the word capitol by using the capital instead -- particularly if they were trying to make some comment about money and power, as in the definition below from the dictionary:

4:  of or relating to capital (see 3capital); especially :  relating to or being assets that add to the long-term net worth of a corporation capital improvements

Listening to my old LP. . .the "Lonely Fire" side. Just enough age and surface noise to make me know it's my old LP but sounds SO good. So much better than the cds.
