In the early '80s, after the national speed limit had been imposed, I was driving south on the interstate running from York, PA, down to Baltimore. I was quickly passed by a white Volkswagen Beetle with a Maryland tag which said F55MPH.

Why don't States simply issue people boring combinations of letters and digits like XT-65-OA?

They do, but they can charge more, usually $50-$60 for "personalized" plates, at the request of the motorist. Otherwise you get letter-number combos. Just a lot of weird folks in NC :P Just kidding--all 50 states have this issue.
